Edmond Pope – US Navy Captain (Retired)
Ed Pope graduated from Oregon State University and immediately entered the U.S. Navy. During his twenty-five year career, he traveled extensively in the Far East, Europe and the Mediterranean. During his last 15 years in the Navy, his career focused on Research and Development and advanced technology program management. During his final tour at the Office of Naval Research, Captain Pope initiated and became the first director of a formal program focused on cooperation and funding of select science & technology opportunities in Russia and other republics of the Former Soviet Union (FSU) for the benefit of the U.S. Navy. He also worked closely with other services/agencies and private industry on many of these technology projects and was invited to participate in numerous high-level U.S. government advisory groups. He retired from active duty in March 1994.
Ed then accepted a position at The Pennsylvania State University where his responsibilities entailed identification and management of cooperative research and development activities with organizations in Russia and other republics of the Former Soviet Union (FSU).
In April of 2000, during his twenty-seventh (27) trip to Russia, he was arrested by Russian KGB/FSB operatives and charged with espionage in a politically motivated event associated with the election of Vladimir Putin as the new president of Russia. After being held for 253-days in a Moscow prison, was convicted in a "closed" Russian court and given a 20 year sentence in Siberia, but was pardoned by then Russian President Vladimir Putin.
Recently, Ed Pope joined the staff of the Centre for Counterintelligence and Security Studies, a private teaching and instructional organization based in Alexandria, Virginia, or simply CICENTRE.
Richard L. Rumpf - FMR Acting Assistant Secretary of the Navy
Mr. Rumpf served as the Acting Assistant Secretary of the Navy for Research, Engineering and Systems from April to December 1987 and from May 1989 to March 1990. In this capacity he was responsible for planning and directing research, development, engineering, testing and evaluation of future weapons, sensors, ships, aircraft, unmanned vehicles and space systems for the United States Navy and Marine Corps, as well as managing the Navy's R & D budget of over nine billion dollars.
Mr. Rumpf joined the Office of the Assistant Secretary of the Navy (Research, Engineering, and Systems) in March 1978 as the Staff Engineer for Missile Systems. In November 1981 he became the Acting Director for Air Programs, and served as Director for Air Programs from March 1982 to June 1985. Active across a broad spectrum of issues in the Navy secretariat, Mr. Rumpf chaired the first Anti Submarine Warfare (ASW) Master Plan Blue Ribbon Review Panel and was largely responsible for the establishment of the Joint UAV Program Office and Master Plan.
Independently, Mr. Rumpf has provided technical, programmatic, and management services to a number of clients and has supported the partnering of the Department of Energy’s national facilities with industry and other government entities. In 1986, Mr. Rumpf received the President's Meritorious Executive Award. In 1987, he received the Distinguished Executive Award in the Senior Executive Service from President Reagan, and received the Navy's Distinguished Public Service Award. In 1989, he was honored as the Member of the Year by the Association of Unmanned Vehicles Society. In 1990, he was presented the Navy's Distinguished Civilian Service Award. In October of 1991, Mr. Rumpf was named to the rank of Commandeur in the Ordre National du Mérite by the French Ambassador to the U.S.
Mr. Rumpf is a Trustee of the Association for Unmanned Vehicles Systems International (AUVSI), Member of the Board of the Precision Strike Association (PSA), and Member of the NAVAIR Greybeards. Mr. Rumpf has chaired Blue Ribbon Panels for NAVAIR and the DON. Mr. Rumpf has also participated as a principal on major studies such as the "Next Generation Carrier Study" (CNA) and the "Surface Ship Self Defense Roadmap" (APL/JHU); served on the Navy Research Advisory Committee (NRAC) in the Summers of 1990, 1994, and 1997 and was appointed to the NRAC’s Standing Panel of Associates in February 1999 during which he served on significant studies, e.g. "Ship to Warfighter Logistics for Small Unit Operations", "Unmanned Vehicles for Mine Countermeasures", "Quality of Life", "Life Cycle Technology Insertion", "Aging Aircraft", “Technology Acquisition Reform”. “Electromagnetic Gun”, and “Roles of Unmanned Vehicles”; and served on two panels of the Defense Science Board in 1997 and 1998.
Tidal McCoy - FMR Secretary of the Air Force
Ty McCoy is Chairman of Washington Capital Partners and a former Vice President of Government Relations for Thiokol Corporation. Prior to joining Thiokol, McCoy was appointed by former President Ronald Reagan as the Acting Secretary of the Air Force from (1981-1988). He also served as the Assistant Secretary of the Air Force for Readiness Support and Assistant Secretary of the Air Force for Manpower, Reserve Affairs, and Installations. Before these appointments, McCoy was assistant for National Security Affairs for Senator Jake Garn.
Ty McCoy has and does appear before Congress to testify on various matters and appears on national television as well as an expert and as a spokesman.
He has served at senior levels in the aerospace industry, assisting in the transition of defense technology to the private sector and assisting in the acquisition and sale of large companies. He currently serves as Chairman of the Space Transportation Association of the USA, Vice Chairman of the Defense Forum Foundation and he serves on the Boards of several private sector companies. Ty McCoy is a Vietnam Army Veteran.

Jeff Kohler
Jeff Kohler is a successful aviation entrepreneur whose previous professional career experience brings new marketing dimensions to the aviation projects and services he manages. He has been flying since 1973, and is currently a Captain for Frontier Airlines, flying Airbus 320/319/318 airliners, and one of 3 airline pilots nationwide selected as a Homeland Security Federal Flight Deck Officer (FFDO) Firearms Instructor. Mr. Kohler is a current, qualified, and type-rated Airline Transport Pilot with more than 16,000 hours’ flight experience without any violations, incidents, or accidents; He is licensed by the FAA as: ATP Single and Multiengine Land and Sea; type ratings in Airbus 320 / 319 / 318, Boeing 737 200/300, and Citation I, II, and V jet aircraft. FAA Certificated Flight Instructor for 18 years.
He is also a POST Certified Law Enforcement Firearms Instructor and is Executive Vice President, Technology for Watch House International, a respected Law Enforcement/CIVPOL training company with contracts to numerous US Government security training programs, US State Department National Center for State Courts (NCSC) Rule of Law global security programs, Anti Terrorism Assistance training programs, USDA Investigator training programs, USAF Air Advisor training programs, and other US antiterrorism initiatives.
His previous company, Creative Consultants / Airspeed Design Group, specialized in providing aviation marketing services and aviation security consulting since 1990, and was active in the American Society for Industrial Security (ASIS). Prior to becoming a part 121 airline pilot, Mr. Kohler was a Corporate pilot, flying high-profile U.S. government and business leaders throughout North America, Central and South America, and Europe, in Citation V and Challenger 600 private jet aircraft. Many of these passengers were targeted with credible and specific kidnapping and assassination threats, and Mr. Kohler and his business partner Paul Jumes developed highly effective airport-specific threat assessment methods, aircraft security SOPs, and contingency planning for both pilots and ground security teams. In more than 7 years of flying high-profile US Officials, foreign dignitaries, and notable US business leaders, these methods were totally effective in preventing attacks on passengers on board these flights.
